HB 851, which would give an income tax credit for the certified rehabilitation of historic structures for homeowners and commercial properties, passed the House chamber overwhelmingly and has now been assigned to the Senate Finance committee.
On Wednesday, Speaker Richardson’s Property Tax Reform Plan (SR 796 and HB 979) emerged on the House floor for debate. The language of the bills changed yet again on Tuesday just a day before the full House vote. The new version of the plan would have removed ad valorem taxes on motor vehicles and placed a $10 fee for trauma on all personal car tags. Further, this plan incorporated Senator Chip Rogers’ initiative to place a tax assessment cap on all property, including homes and businesses. A 4% sales tax on consumer services and groceries was removed. The new version of the Property Tax Reform Plan failed to achieve the requisite 2/3 of House votes needed for a constitutional amendment and therefore was voted down. The future of other tax reform legislation and similar caps on assessments is unknown at this time.
Tuesday, March 11th, will mark Day 30, otherwise known as “Crossover Day.” This is a crucial day in the Legislature. In order for a bill to progress further to becoming law, it must pass the respective Chamber from which it originated by Day 30. Next week’s report will reflect which bills are still feasible for movement in their current state.
The Legislature will meet next week Tuesday through Thursday. We expect that Session will adjourn the first week of April.
